Although the method of Belgian budgeting and controlling has considerably improved during recent years, there still remain a lot of shortcommings such as: frequently late introduction into Parliament of the budget, inadequate information about expenditure, rarely application of zero base budgeting aften combined with techniques which embellish the budget. Debudgeting is the most important camouflage technique. Debudgeting appears in different manners and influences not only the height but also the evolution of the budget deficit. An improvement of the budgeting technique (...) in Belgium doesn't ask fundamental changes of actual law. Just a switch in applicating the law according to the original spirit and interpretation of actual legislation, would be satisfactory to obtain an efficient and effective budget-policy. (shrink)

Se afirmará que esta pandemia ha dejado enfermedades por tratar y curar; estas enfermedades no son solo del cuerpo; nos ha dejado entender la necesidad de cuidado de sí como un cuidado también del otro. Por esto, planear y proponer algunas virtudes que orienten dicha búsqueda de sabiduría. El texto consta de seis partes donde (...) se enmarcará la pandemia como el problema a abordar, luego se tratará el asunto de la acción humana y sus implicaciones para sí mismo y para el otro; estas acciones provienen de la autonomía y del cuidado de sí que requiere unas virtudes con las cuales se transforma a la persona y a la comunidad. ABSTRACT This essay will explore the constitution of a transcendental theory of space through an examination of the notion of spatial synthesis in the works of Husserl, Paliard, and Deleuze. First, we shall explore the constitution of the sensorial fields in Husserl’s phenomenology. In Husserlian terms, space is not originally an empty form that can eventually be filled with a certain empirical content. Accordingly, the philosopher claims that spatiality is a consequence of the immanent synthesis of sensations. Then, we will (...) move on to Jacques Paliard’s psychology of perception, where we will find both aesthetic and noetic synthesis as transcendental conditions for the perception of space. Lastly, we will explore Deleuze’s theory of intensive space, specifically the concept of depth developed in a dialogue with Paliard. This comparative analysis shows that purely intensive fields of individuation are a transcendental a priori for the perception of an extensive space. (shrink)

The avocado (Persea americana) is a major crop commodity worldwide. Moreover, avocado, a paleopolyploid, is an evolutionary “outpost” among flowering plants, representing a basal lineage (the magnoliid clade) near the origin of the flowering plants themselves. Following centuries of selective breeding, avocado germplasm has been characterized at the level of microsatellite and RFLP markers. Nonetheless, little is known beyond these general diversity estimates, and much work remains to be done to develop avocado as a major subtropical‐zone crop. Among the goals (...) of avocado improvement are to develop varieties with fruit that will “store” better on the tree, show uniform ripening and have better post‐harvest storage. Avocado transcriptome sequencing, genome mapping and partial genomic sequencing will represent a major step toward the goal of sequencing the entire avocado genome, which is expected to aid in improving avocado varieties and production, as well as understanding the evolution of flowers from non‐flowering seed plants (gymnosperms). Additionally, continued evolutionary and other comparative studies of flower and fruit development in different avocado strains can be accomplished at the gene expression level, including in comparison with avocado relatives, and these should provide important insights into the genetic regulation of fruit development in basal angiosperms. Background This study introduces an empirical approach for studying the role of prudence in physician treatment of end-of-life (EOL) decision making.Methods A mixed-methods analysis of transcripts from 88 simulated patient encounters in a multicenter study on EOL decision making. Physicians in internal medicine, emergency medicine, and critical care medicine were asked to evaluate a decompensating, end-stage cancer patient. Transcripts of the encounters were coded for actor, action, and content to capture the concept of Aristotelian prudence, and then quantitatively and qualitatively (...) analyzed to identify actions associated with preference-concordant treatment.Results Focusing on codes that describe characteristics of physician-patient interaction, the code for physicians restating patient preferences was associated with avoiding intubation. Multiple codes were associated with secondary measures of preference-concordant treatment.Conclusions Prudent actions can be identified empirically, and research focused on the virtue of prudence may provide a new avenue for assessment and training in EOL care.
